Power BI Developer — Saint Paul Church, MN

VRCzATy is seeking a Power BI Developer to support MNIT and the Office of Higher Education on a full-time, remote engagement. The ideal candidate has at least five years of advanced Power BI experience. They should have hands-on experience validating student loan data, including forbearance, across multiple source systems. They should be able to write and tune SQL against Azure SQL Server, build complex custom-UI visualizations, and migrate legacy Tableau and Crystal reports to Power BI. They must also be able to stand up a secure, accessible and well-governed Power BI Service environment within the Power Platform. The candidate should communicate clearly with senior State leaders, document business rules and technical manuals, train State staff, and transfer knowledge before the engagement ends.

Roles And Responsibilities

• Design a stable, reliable, and effective PowerBI Service environment for reporting

• Develop dashboards for various business users

• Create new complex PowerBI custom UI visualizations according to specifications

• Perform data validation tasks to ensure data quality across multiple data sets

• Liaise with developers to improve reporting functionality and establish best practices

• Gather business requirements and identify new features (including documentation and leading technical meetings)

• Develop technical manuals

• Lead Power BI technical training, mentoring, and co-development with business area employees

• Ensure all reports meet agency and performance requirements

• Configure and establish best practice security, accessibility, and access management controls around reporting environment

• Develop data refresh strategies sourcing from Azure SQL Server and other applicable data sources

• Deliver daily Project Status Reports to end clients tracking progress to milestones

• Perform knowledge transfer

Relevant Experience

• 6+ years of advanced Power BI development, including DAX, Power Query/M, data modeling and custom visuals.

• Hands-on student loan or financial aid data validation, including forbearance data (required)

• Experience with Azure SQL Server and T-SQL, including query tuning and data refresh design.

• At least one Tableau or Crystal Reports to Power BI migration, with report inventory, rebuild and reconciliation.

• Experience administering Power BI Service in an enterprise or public-sector setting, including security, workspaces and gateways.

• Experience with the Power Platform (Power Apps and Power Automate) as it relates to Power BI.

• Experience delivering Power BI training or mentoring to business users.

• Experience in state government, higher education or financial services (preferred).

Education

• Bachelor's degree in Computer Science, Information Systems, Data Analytics, Statistics or a related field (or equivalent practical experience).

Certifications (Preferred)

• Microsoft Certified: Power BI Data Analyst Associate (PL-300)

• Microsoft Certified: Azure Data Fundamentals (DP-900), or Azure Data Engineer Associate (DP-203) as a stronger option

• Microsoft Power Platform Fundamentals (PL-900), or Power Platform App Maker (PL-100), as a plus
